Change and suspend services

The assistant plans realistic service changes: vacation holds, non-payment suspensions, reactivations and plan moves. Apply changes sends them to connectX: suspensions and resumes update the billing account state, plan moves place a new order. Clear changes resumes any suspended accounts.
